The paper considers foreign approaches to the forming of civic values among young people. Upbringing of active and conscious citizens is a serious challenge for the majority of modern democratic states, so the necessity to study the diversity of theories and methods of raising the civic consciousness is pointed out. The work reveals different interpretations of the notion of civic consciousness in the light of Russian approaches to the analysis of foreign pedagogical practice. Based on the study of current foreign researchers, the paper presents the typology of competencies adopted in the foreign educational practice of civic consciousness formation. The authors consistently describe the current strategies of civic education in different countries, which allows us to see the advantages and disadvantages in this area. The analysis suggests that the program of civic consciousness formation should include a full range of methods aimed not only at transferring knowledge about the state and the social structure, democratic foundations and principles of social participation, but also aimed at developing the personality of students.
