The localization of production facilities which are part of complex metallurgical industrial systems based on the special nature of their production process may inevitably entail a major negative impact on the environment of the actual geographic area the facilities are sited in. In this regard, due to the significant amount of funding required for the operation of a metallurgical industrial cluster and the severity of its potential environmental impacts, a major focus is on the ability to manage it in an efficient manner within the frame of the designated field of activity. There are numerous methodological approaches to organizing the management system with a focus on ensuring the entity’s sustainable development at both the corporate (micro) and territorial (macro) levels. The article shares the findings from the authors’ analysis of some of the existing approaches to managing the economic-environmental potential of complex metallurgical industrial systems. These findings help describe some of their strengths and weaknesses. The paper examines a set of methodologies for managing a macro-level economic-environmental system (a country, a region, an area, or a sector) and a set of methodologies for managing a micro-level economic-environmental system (a particular corporate unit). The authors share the findings from their comparative analysis of some of the existing methodological approaches to managing the economic-environmental potential of an integrated industrial system. The paper describes some of the major strengths and weaknesses of the key existing methodologies. The authors conclude by formulating a set of areas for the development of methodology for managing the economic-environmental potential of an industrial metallurgical cluster based on a set of characteristics of an “ideal” method. The results obtained can be used by the senior management of major metallurgical industrial establishments (at the corporate level) and by regional authorities (at the territorial level) to provide a theoretical foundation for the development of a system of management of an integrated clusterized metallurgical industrial system.
