Information and control systems are introduced in the production activities of PJSC "Gazprom" subsidiaries. These systems use a comprehensive approach when developing diagnostics, maintenance and repair programs to be implemented for control of the linear sections of main gas pipelines. This approach should be implemented on the basis of determination of control actions priority, taking into account technical, financial and time constraints. Currently, the main criterion for determining the priority of control actions in the development of recommendations for diagnostics, maintenance and repair is a set of reliability indicators. However, their number and, in certain cases, inconsistency with each other directly lead to difficulties in the perception of visualized information in information management systems, which can ultimately reduce the effectiveness in decision-making. It is reasonable to introduce a local information system for making effective management decisions, taking into account a single integral indicator, which a technogenic risk can become. To provide successful implementation of the set objective, the existing and future approaches to developing recommendations for diagnostics, maintenance and repair programs were analyzed. The paper demonstrates the prospect of using the technogenic risk indicator as a single criterion when developing diagnostics, maintenance and repair programs. The analysis of the applicability of the existing risk assessment regulatory documentation to various control elements is carried out. Proposals have been developed to adjust algorithms and methods used to assess the risks for various elements of control as well as approaches to developing recommendations for including control elements into diagnostics, maintenance and repair programs. The conducted study shows that the current risk assessment regulatory documentation requires significant improvement. The recommendations proposed by the authors of the paper can become the basis for the development of new regulatory documents. New regulatory documentation should form the basis of the future local information system for effective decision-making in the field of developing diagnostics, technical maintenance and repair program more efficiently.
