The main base for analysis PPPs as a “soft power” element might be several criteria of the world list “The Soft Power Report 30” in 2017, conducted by “Portland”, the consulting agency. There are new sub-indexes for comparative analysis which are connected with Government and public administration and Entrepreneurship and economics. In this article Great Britain is illustrated as an example of PPPs development as a key instrument and base of new model of public management and economic policy in the country. This experience has become a best practice of using social, economic and territory infrastructure development mechanism which was shared to other countries.
