Abstract

The article presents the institutional model of developing the sector of local public goods and researches the ways of constructing the effective institutional environment of local public goods. The two approaches to analyze the institutional environment of local public goods are revealed on the basis of recent researches and legal acts. The article shows the elements which need to be considered while developing the institutional environment of local public goods. The model which is developed considers different types of the economic agents which are involved into the reproduction of public goods, types of relations between the economic agents concerning the production of public goods, the totality of the institutes providing these processes, and different categories of the consumers of local public goods. The presented model extends the opportunities of the institutional projecting of the local public goods sector and the possibilities for further valuation of the different types of relations between the economic agents within the sector of local public goods. The components which are presented in the article make a contribution into the development of the theoretical aspects of modeling the institutional environment of local public goods and into the practical realization of the programs of the modernization of the local public goods sector.
