Abstract

The urgency of the tasks of transition to an environmentally friendly economy is obvious and reflected at the global level. A common international guideline in the policy of preventing environmental and other man-made disasters has become the concept of sustainable development, within which the tools of practice-oriented environmental directions, such as the circular economy, are implemented. The seemingly contradictory goals of environmental and industrial development force countries to reorient their production chains to a circular economic system aimed at reducing the linearity of production and consumption systems, which ultimately contributes to improving the competitiveness of national economies. Sustainable business models appear when industry focuses on the use of new technologies. However, the problems of the technological lag of the Russian economy are connected with the underdevelopment of the segment of small innovative, high-tech entrepreneurship. The formation of an ecological and industrial space requires, on the one hand, the use of new technologies, management approaches, models and business practices aimed at sustainability from entrepreneurship. On the other hand, the executive authorities of the constituent entities of the Russian Federation and local self-government bodies should take into account the requirements of sustainability when developing and implementing regional economic development programs, planning real tools to assist the business sector, including those that contribute to the formation of institutional conditions for the development of innovative entrepreneurship.
