Abstract
The article deals with the problem of modern terrorism that has acquired new forms and scales. The authors make an assumption that in future the world community will be up against high-technology terrorism, and representatives of the "golden youth" can become ideologists eager to change the current political regime. The authors suggest some options of counter-terrorist measures on the basis of the principle of zero tolerance in combination with the developed monitoring of probable threats. The paper describes the possible scenarios and the security mechanisms that can prevent the large-scale activity of the terrorism ideologists.
