Abstract
The article substantiates the need to develop a new methodology for the measurement of work of civil servants, it should be the basis of the process of studying and evaluating the actual work of public servants in providing public services. The procedure for the design of professional office activity of civil servants based on modern methodology of regulation has not yet been developed. Using the method of analogy in this process raises serious doubts.
