Abstract
The article provides a theoretical basis and practical experience of functioning of the Russian modern television type of broadcasting, which is described by the authors as cognitive adaptive. It deals not with traditional education of citizens, but rather with their socialization and social adaptation. It also influences their living principles and behaviour. The conditions for the existence of TV programs of the named broadcasting direction at the regional level are provided based on the example of the TV channel «41 Home» in Yekaterinburg.
