The article is devoted to the study of the processes of changes in the content of higher education by the example of the Urals Federal District. These changes may be institutional, organizational, and systemic in nature, but without them further development of higher education is impossible. In this regard, the author justifies the need to move to a new model of higher education, referred to as 'non-linear'. The transition to it requires the implementation of a number of conditions related to the management of higher education, its content, and the interaction of educational communities. Each of these conditions should be included in the processes of changes occurring in the higher education system in order to increase the efficiency of its functioning in the modern realities. To implement them, it is necessary to apply appropriate social management technologies. The article substantiates the advantages of social-and-technological approach to manage changes in the content of higher education. They consist in the adequacy of the specificity of the object, focus on achieving the goals, compliance with the latest developments in science, design. Analyzing each of the conditions of transition to a non-linear model of higher education in the macro-region, the author presents the results of empirical research conducted in the Urals Federal District, proving the need to implement these conditions from the standpoint of educational communities (students and teachers), as well as stakeholders of higher education (representatives of employers and government agencies). Specific social technologies are proposed to implement the transition to a non-linear model of higher education in the Urals Federal District. It is grounded that these social technologies can have different content, the main requirement for them being to reflect the specifics of the object, the nature of its interactions and conditions of functioning.
