Abstract
From the middle of the XVIII century the government faced the problem of office personnel shortage, which became especially relevant when implementing Catherine II’s provincial reform. The article examines legislation’s influence on formation and development of chancery personnel. The problem is analyzed by the example of Verkhoturye lower rasprava, the court of original jurisdiction that functioned from 1781 till 1797 in Perm governorate.
