Abstract

The paper summarizes and systematizes the accumulated methodological approaches for evaluating the effectiveness of energy-related projects for newly developed areas. It gives the rationale for the cost-benefit system and describes peculiarities of objectives and criteria of selection of aggregation levels when substantiating options of establishing power facilities in remote areas. The proposed methodological approaches are illustrated for a wide range of energy projects: from the distributed power facilities to the megaproject of implementation of the energy strategy for newly developed areas of the Russian Arctic.
