Resumen

In times of crisis, the economy is not able to solve the problems of financing social programs, especially, modernization of urban facilities. One of the «outputs» for this is public-private partnership (PPP). It is certainly beneficial for the state to reduce budget expenditures by attracting private investors.Over the past five years, new forms of public-private partnership have been developed. The transformation of lease agreements is deepening into concession contracts. Great hopes in the sphere of attracting investments in the «difficult» infrastructure of municipal economy are connected with them.In international practice, private capital is widely used to solve the problems in the sphere of municipal economy. However, concession agreements are concluded to finance only important infrastructure projects that are significant for countries in general (such as the construction of roads and railways, airports, etc.). In addition, under the concession agreement, infrastructure bonds are issued between the state and a private company. Usually they are: pension and insurance funds, as well as banks. Concession agreements are long-termed projects on 15-25 years.In the EU countries there are three models of PPP: English, German and French. In Russia, the French model is adopted today - a long-term concession agreement for 30-50 years with the transfer of a communal property to the management of a private company.The article analyzed the regions for the application of concession agreements. As a result, the leading regions (Moscow region, Sverdlovsk, Novosibirsk regions with a PPP index from 40 % to 50%) and regions-losers (the Republic of Alanya, the Kurgan region, etc. with the PPP index from 0 % to 10 %) were identified.Based on the analysis of concession practice in urban management in Russia, the authors of the article identify five key limitations of the transition of new forms of relations between the state and private institutions. One of them, for example, the low level of preparation of concession agreements, the mechanism for the return of funds invested by the private investor etc. To solve the existing problems, the authors of the article offered the output in the application of complex measures to bring in order the legal and regulatory framework for PPP. In addition, concessionaires must assume more obligations both to achieve the targets and to invest. On this basis, they will be able to attract long-term loans from banks
