Resumen

The Treaty on the Prohibition of Nuclear Weapons opened for signature at UN headquarters on September 20, 2017 can be interpreted as a protest of the majority of the Non-Nuclear Weapon States against the Nuclear Weapon States (NWS) such as China, France, Russia, UK, US whose hegemony is expressed in the Nuclear Non-Proliferation regime. The Treaty on the Prohibition of Nuclear Weapons is a controversial issue and a matter of heated debate in both political circles and the academia. None of the NWS even attended the egotiations. The Ministry of Foreign Affairs of the Russian Federation voiced objections to the initiative supposing it to be premature. Moreover, there is the trend in experts’ view that this new treaty jeopardizes the non-proliferation regime per se. Taking into account the political constructivism and regime theories, the paper deals with challenges the non-proliferation regime faces today. Being formed in the 1970s, the non-proliferation regime is being tested by new challenges.
