The article examines the NATO members’ and Russia’s positions concerning the U.S. plans to modernize tactical nuclear weapons (TNW) located in Europe. Tactical nuclear weapons, which were considered to represent NATO’s unity during the 2000s, have now become the contested issue between “new” and “old” members. The TNW upgrade plans are also used to bargain with Russia in bilateral negotiations on disarmament. The author analyzes the importance of tactical nuclear weapons for European NATO members and explores the United States’ home justifications for financing the TNW upgrade. The article also assesses the outcomes of the modernization of tactical nuclear weapons in Europe for Russian Federation.
