АСПЕКТЫ ГОСУДАРСТВЕННОГО УПРАВЛЕНИЯ В СФЕРЕ ФИЗИЧЕСКОЙ КУЛЬТУРЫ И СПОРТА В РЯДЕ ЗАРУБЕЖНЫХ СТРАН

Introduction. The development and improvement of the system of state management in the sphere of physical culture and sports seems to be one of the topical and important issues of the strategic development of the Russian Federation as a social state. In order to make the new assumptions to deal with improving management processes and developing more effective management models for the physical culture and sports industry, it seems necessary to analyze the existing mechanisms and management tools abroad, including the experience of the foreign colleagues and the results of foreign researchers. The purpose of the study is to consider and to analyze the approaches and methods for the implementation of state policy in the field of physical culture and sports in several foreign countries, as well as determine the prospects for the application of the selected aspects in the domestic state management of the sphere. The methodology and organization of the study. During the study, general scientific methods were used, such as analysis, synthesis, and comparison of materials from domestic and foreign studies in the topic of state policy in the field of physical culture and sports abroad. Conclusions. The general relevance of the search for new approaches to management at the regional and municipal levels, as well as high attention to sociological research, which are more targeted factors in assessing the implementation of state policy, are noted. Researchers point to the need to assess the periodic indicators of the development of the sphere not only in quantitative, but also in the qualitative changes. Attention is drawn to the high need for the accentuated work of state bodies to involve the population of middle and older age in physical activity, as well as the need for effective state interdepartmental and inter level interaction for effective management of the sphere of physical culture and sports. The high role of public organizations is noted both in relation to the development of elite sports, and the organization of mass sports, in attracting various age groups of the population to physical activity.
