The article shows the importance of forming a conceptual master's degree model capable of working in the face of such global challenges as youth unemployment, weak youth involvement in social processes, and lack of opportunities for development and selfrealization, including entrepreneurial activities. The authors analyzed the competencies provided in the master's programs of European and Russian universities. A definition of the master's model is proposed. On the basis of a study of the opinion of employers, graduates, teachers, and students, as well as the FGES 3+ + project of higher education in the field of training (39.04.03), the organization of work with youth has developed a conceptual master's model, which includes 9 personality traits, 10 universal competencies, 10 general professional competencies, and 11 professional competencies. It is shown that the implementation of the model will require the development of new innovative approaches to working with young people in the face of global challenges.
