Currently, the priority direction of the Russian state is the further digitalization of economic and social relations, which implies the big data spread, as well as artificial intelligence systems in decision-making. In this regard, the topic of the research devoted to assessing the information flows quality in big data is recognized as relevant. The scientific novelty of the research lies in the development of the decision-making theory by clarifying the conceptual and categorical apparatus. In particular, the author clarified the definition of "information" in the digital economy, developed the classification and principles of information selection for creating information bases in decision-making, examined the dependence of the decisions effectiveness on the amount of information received and time spent, and also studied the impact of the information flows quality on the decision-making effectiveness. It is concluded that the process of the digital economy development inevitably leads to the evolution of public consciousness and the need to build a new information society, the main tools of which are information and smart technologies, as well as artificial intelligence systems. This, in turn, leads to an inevitable transformation of the role of the state. The results of the scientific research can be useful for specialists in the field of artificial intelligence algorithms in production and business processes, as well as for managers making decisions in the public and private sectors.
