In article the problem of equal access to the system of online education for users with various opportunities of perception is researched. Based on the concept of universal design, considering foreign practice in the field of design design of the available web environment, a problem of mass open online courses and various scenarios of interaction of the user with content, criteria for evaluation of availability of educational Internet resources to physically disabled people are removed.
