This study is devoted to the problem of improving the effectiveness of the implementation of new national projects, as well as the level of preparedness of managers to perform the tasks assigned to them by the Government of the Russian Federation. The aim of the work is to study such factors as the quality of management personnel affecting the effectiveness of the implementation of new national projects, as well as to solve the problem of preserving the human resources of Russian companies in the current conditions of uncertainty and challenges. The main result of the study is to develop a methodology for assessing the readiness of management personnel at different levels of the hierarchy of the management system for the implementation of Russian national projects. This method and algorithm of evaluation are the basis of the author's patented software product, which has practical value and application for recruitment agencies and recruiting companies, as well as personnel departments of existing Russian enterprises. The method can be useful for representatives of Federal and regional authorities, persons who make management decisions in the implementation of major national projects and programs, experts in the field of management of the organization, as well as specialists whose research interests include issues of solving problems of improving the efficiency of the project management system.
