The article discusses the need to strengthen the regulatory functions of the state in housing and communal services, the nature of housing as an object of satisfaction of needs and products. Classification of housing as an object is based on several criteria. It focuses on housing as an expensive product, describing the property and the property status of each family. This product can force people to save money, and it means the formation of investment recourses, which allows holding of the field’s economic high rate of growth. The structure of the industry is presented. It analyzes key indicators of housing conditions of the population in the Russian Federation and its subjects. The current level of payments for housing and communal services are called high depreciation of fixed assets, the inability of small companies to address urban problems, the backwardness of the Russian standards for energy consumption from abroad. The program of the Fund of assistance to reforming housing and communal services will solve only half the problem of emergency housing. To improve the situation in the housing sector of the economy the strategic economic policies are suggested, including the nationalization of enterprises and organizations of housing and communal services, development of a new program for the elimination of unsafe and dilapidated housing in the 2018-2025, the creation of a national system capable of updating and innovation.
