The status of Cyprus is discussed, which in the middle of 50-ies of 20th century was under British control, and question of providing it with the government. On the basis of British documents and sources on USA foreign policy of the middle of the 20th century an overview of British foreign policy in relation to the island controlled by it is provided. Also the main problems and differences in the positions of Turkey, Greece and Great Britain are highlighted concerning the question of the independence of Cyprus, and draft legislative changes are proposed. Differences in approaches of the British government to the issue of self-determination on the island at different times are highlighted. Special attention is paid to the draft Constitution of Radcliffe, according to which all three branches of government in Cyprus have to function separately, and the balance of power has to be achieved through the distinguishing of authority between the Greek and Turkish communities. A number of articles of the draft Constitution are considered on the emergence of new authorities and distribution of powers between the Governor of the island and government authorities, and on giving equal rights and freedoms to Cypriots.
