The paper studies the Urals political development in the first half of the 1920s. Main attention is paid to the features of formation of one-party system in the Urals region. Attention is drawn to the centralised, bureaucratic nature of the Bolshevik Party and the consequent complete dependence of the Ural leaders’ actions on the Russian Communist Party (Bolsheviks) senior management. The process of appointment to key positions in the Urals region is considered. It is noted that in that period the Bolshevik party committees fully controlled the activities of government and economic institutions. The character and content of general Party discussion in the end of 1923 and the beginning of 1924 in the Ural Bolshevik Party organisations is analysed. The importance of this event for the understanding of the general political situation in the Urals is demonstrated. It is noted that in the inner-party struggle in the 1920s the problems of economic development of the country and the region always remained in the background, conceding to the degree of attention and sharpness of the discussion of the problems of inner-party life. Based on the analysis of the political situation in the Urals in the first half of the 1920s the conclusion about the malignity of one-party dictatorship to the socio-economic and political development of society is made.
